Can't you set up a type of planet with almost no minerals? As in a very low random number? Or a significant percentage reduction?

I do believe Fyron's answer would apply to this question as well. You would have to generate a map and then use the map editor to change the values to a very low number. But as always, I may be mistaken.

you can change the settings.txt, but that would affect everything.

unless you could add planet value change to a planet type?
