It is actually not arbitrary at all... breatheable planets have 5 facilities per size class. Domed colonies have 1/5 the space for everything.

Fyron is correct.
Non-Breathable 100M - 1 facility
Breathable 100M - 5 facility
etc..
etc..

Fyron may have ment to say planets Facility Slots, not to be confused with planets cargo storage or cargo SPACE.
