From the FAQ:
Where (LC = Level Cost) and (L = Level):
Low tech cost =LC*L
Mid tech cost =LC*(L²/2)
High tech cost = LC*(L²)

That forumla is not entirely accurate... it would imply that a level one tech area costs 1/2 its lised cost in a medium tech cost game!  |

I think it is correct for other levels. It is just level one that is a special case.
