SE5 is just in the design stages now, with some interface work done. Once the final SE4 patch is done and released, work will begin full-steam on SE5. I'd say it is at least 1.5 to 2 years off.

2 Years development time is a fair hike out 2006 at least - what id like to see is SE5 ahead full steam but say 2 monthly upgrades to SE4 with more bug fixes and perhaps more features and implement some ideas from SE5 - they could even charge $5 US for each major upgrade and just merge SE4 into SE5 over that time without the need for a completley new game engine just do it as they go.

unfortunatly, the programming for SE is done by the team of Aaron Hall and his keyboard. fortunatly, it means it's consistant in quality.

"Do it as you go" is probably a bad idea. Namely it doesn't let you do fundimental changes in the game- like replacing the turn-based combat with real time
before you all jump on me, I play simultanious- I don't DO tactial. With the AI running things, the interface from my POV is the same and a "real time" combat execution removes may of the current SE4 problems. Like one side being able to demolish half the other's ships before they even move.
