Most changes to Settings.txt will be picked up in a game in progress if you reload the game after altering Settings.txt. The only ones that will make no difference are the few that are used only when the game is started, such as number of computer players and max random planet values. But, the overall max value for a planet can still be changed mid-game (from value improvement plants and such). Are you sure about it ? I always thought settings.txt is red only once, when game is generated . For example, can you change the max. number of ships per player in mid-game ?

Hmm, well I changed all the values as advised in the TDM data and settings files, but buggeration or what, when I start SEIVG from scratch to play a new game, nothing happended - it was as per normal!!
What the hell am I doing wrong?

Yes I am sure. That is another setting that is only read when the game is created. And, it is just the default value, able to be altered in-game when you create the game (not mid-game though). Try changing population mass or base fleeting settings.

You know shipyards need to be modified - but i guess its about bringing ships slowly into the game. It encourages upgrades to existing ships and so forth.

No idea. It SHOULD work. The only explanation that you load unmoded files. Either from default or some other mod directory. Check it again. How do you load SEIV ? By Mod-picker or using path.txt ?
