Or if you have orbiting ship yards - have an orbiting cargo base. You can store lots of troops in one planet on the system - build em on planet and transfre up - have a quick moving transport in each 2nd system and you can move the troops should troubles start. More a better tactic if you have a high events setting with the worse severity settings.

This is my usual tactics. I build shipyard on almost every planet and then orbiting Space yard with garco base in it. Usually they build ships and fighters, but at wartimes, they occasionally do some troops if planets are rioting. My people always smile happily when there is a gun pointed on their backs

Small addition about riot prevention:
If you are Bloodthirsty, conclude a Partnership treaty carefully. Partnership treaty has highest negative effect on you pop happiness after Subjugated treaty and plagued planet in system. But declaration of war will make 'em really happy.
And vice versa, if you're playing for Peaceful race. Look at Happiness.txt - it's all where.

Two shipyards (orbiting) per system and 1 transport (fastest you can find) are all thats needed, with the shipyards you should build an space yard that has lots of storage facilities to store the troops - not to many thoug because the maintence costs go up.
Lacing outside systems with mines also protects moving transports in the outer rim.
