Ok, we have: CI3 = 3% increase / turn
6 or 7 levels of conditions
-Optimal
-Good
-?Pleasant?
-Mild
-Unpleasant
-Harsh
-Deadly
Now, assuming that conditions range from 0%-100%, we have:
roughly 12% per level / 3% increase = 4 years = 40 turns to increase one level
Assuming conditions range from 0%-255% (like value)
roughly 36% per level /3% increase = 12 years = 120 turns to increase one level.
So, you're left waiting for 50-100 turns just to go from Harsh to unpleasant.
There's, your problem, the solutions ar clear: build multiple CI3s, or mod.

Oops. Guess I should stop reading threads when I'm half asleep. No, I haven't used the climate control facilities recently, mainly because they didn't appear to be very effective. I didn't actually TEST this, it's been more of a gut feel. I'll try it this weekend to see if they are doing anything.

Hmmm CCIII lets see IF your planet is at the bottom end of say mild it will take longer to get it you 1 level than if it were on the top end of mild. what I do not know is IF you put more than 1 do the others help or is it a waste.
Geee I did not know that if you put an atmophire (sorry) you will gain facalitys

What I mean is that:
Say Mild is 50%-59%.
If your planet is 51%, that's mild. But, it will take 30 turns to go up 9% to be 60% which is good/pleasant.
If your planet is 59%, its mild. But it only takes 3 turns to go up 1% to be good/pleasant at 60%

I think conditions might improve by actual percentages instead of increasing the condition by that percent (like value does), so that the worse off you are to begin with, the longer it'll take to improve.
I didn't spend a lot of time testing this, but I basically improved a planet until it was the lowest level in the mild Category, then checked to see what it took to improve it again to good.
If I had 10 CC3s, it would change in one year. 9 CC3 and a CC2 wouldn't do it, which suggested a 30% range. However, if I built 6 CC3s, then on the turn after the improvements kicked in I scrapped 3 of them and built 1 CC1, it improved to good the next year. That only added up to 6*3 (year 1) + 3*3 + 3*1 (year 2) = 18+10 = 28... My guess is the first increase was 18%, and the second increase was 10% of the lowest mild value, plus 10% of 18%, or 1.8%, for 18+10+1.8 = 29.8 or 30% rounded.
This would explain why it could take a very long time increasing some of the poorer condition planets.
Anyone else interested in checking this out more thoroughly, to see if the theory does indeed hold true?
