That directly contradicts my experience. I remember clearly, as at first I thought the IDs not all that useful...until, while doing some experimentation, I discovered IDs skipped shields in 1.84. I never played any Version *but* 1.84 until 1.91 came out, so yeah, IDs skipped shields in 1.84. Sorry, can't speak to your experience, but Ionic Dispersers most definetly did NOT skip shields in Version 1.84, What Fyron actually meant to say was they lost the ability in Version 1.78. That was the first public patch where they did not skip shields. The actual change was made in Version 1.70, which was a beta-only release.

So for the Last three Versions, 1.78, 1.84, and 1.91, they have not skipped shields. The Last public Version where they did skip shields would have been 1.67, the first patch after the Gold Version.

That is a darn good question actually. It would seem to make the ID I and II pretty much useless, unless you put it on a LC or larger where you can give it a mount to increase the damage.
To be honest I thought that had been fixed at the same time the mine stacking damage was addressed. I remember it getting mentioned more then once. But I just tested it as well and it's still not stacking. I guess that bug slipped through the cracks.
