You can of course take another aproach inti:
Let those 8472 borg and dominions keep their large or whatsoever planets and asign them a planet nearby with some technology on them in forms of ruins. So they got some advance in front of all others. That solves of couse not he borg trait of not being capable of getting ressources...

No, The Dominion and 8472 are not only more advanced but they have huge empires of their own.
The Dominion occupies a large part of the Gamma-quadrant. And 8472 even have their own Dimension.
So to simulate that they start with larger planets than the Alpha quadrant-majors.
But there are a lot of Alpha-quadrant-majors, so if 2 or 3 of them work together they can withstand at least one of them (8472/Borg/Dominion)

You know, I think I like this idea of yours....huge planet, nice wide open quadrant, ready for conquest and subjugation!! I just hope the damn Borg stay away from me!!
