Jason, Here you go. I modified the QuadrantTypes.txt file. I didn't change any of the exsisting quad types. I added a "Jasonian"

quadrant type with no black holes or nebulae systems.

Simply put this in your Space Empires IV\data\ directory, and next time you start a game there will be a new choice in the quadrant setup screen.
