Based on the info below, would it be to my benefit to break a Trade Treaty and sign a Non-Intercourse one?

I need the riots under control much more than I need the trade $$.

New Treaty Non Intercourse := -100
New Treaty None := -100
Our Troops on Planet := -2"

Does that mean breaking an existing treaty?

i think thats a -2 per troop per turn. on the other hand, you could see how many times you can establish a treaty then break it.
