Actually some are and some aren't. In the first patch coming next week, we've added descriptions to the abilities to indicate whether they are cumulative or not.

Well, the Computer Complex thingamies sure are cumulative. I've gotten nearly 30K research points out of a huge planet with 23 Research Centre II's and a pair of Computer Complex III's.
And DAMN ME but Stellar Manipulation is fun!

This is somewhat on Topic. When I colonize a Huge planet and see a max capacity of 4 facilities, is this because it's domed? Is it the small population? How do I get the most out of a planet?
...still learning this wonderful game.

Depending on the enviroment on the planet will determine how many facilites you can build on it. Remeber there are techs that will allow you to change that.

To be more specific, your race can only breathe a certain atmosphere. If you colonize a planet that your people can't breathe, then they live in domes, which is ineffective. There are two ways to get around this, either building an atmo converter or getting another race (to see how go to the SE4Center I posted my strategy there) www.connected.bc.ca/~thomas/se4/
