Default Text File of changes in Patch - Where is it?

I unzipped the patch and I do not see any text file that lists changes in the patch. Anyone know where it is? Was it placed in the SE4 directory somewhere?

It is 'History.txt' in the SE4 folder.

The 'History.txt' file however, contains only the fixes applies over various Versions, and not the new features that were so tastefully alluded to in the patch installer splash screen (9 new facilities, 5 new weapons, maint. & range mods for bases).
I suspect that the new features summary was just 'left out'. In all probability, some kind soul will summarise them for those who are too lazy to look them up themselves (myself included here).

Seeking Parasites V now do 100 damage, weighs 50kt, have a max range of 16, travel at a speed of 5, fire rate of 2.

For the crystals:
Crystal Torpedo V does 45 damage, weighs 50kt, max range of 16, speed of 4, fire rate of 2.

Energy Dampner III, does 3 damage, weighs 50 kt, max range of 4, fire rate of 10, slows reload times.

For Temporal races:
Shield Accelerator 5: 180 damage, range of 8, weighs 20kt, fire rate of 1, shield damage only.
Tachyon cannon 5: 120 damage, range 7, weighs 50 kt, range of 7, fire rate of 2.

For psychics:
Mental Singularity generator III: 190 damage, range of 8, weighs 70 kt, fire rate of 4.

And new facilities:

Events Predictor (Temporal. +10-30% combat bonus in system.)

Temporal Space Yard (Temporal. Can construct with, eventually, 4500/4500/4500 per turn).

Psychic Ship & Fleet Training Facilities (Train *all* ships, or fleets, in system).

Psychic Scanner (Scan any ship in the system).

Solar Generator (Crystalline. Generates resources out of solar energy -- up to 300 per resource per star per turn).

Crystalline Restructuring Plant (Reduces maintenance costs of ships in system up to... 30% !).

Energy Transmission Lens (Crystalline. Adds 60 shield points to all ships in system.)


That's only additions, not tweaks (like fighters getting +80/70/60% defense and so forth). The contextual diff is over 7k lines, of which some 1,363 are additions and 705 are replacements, and that's only the Data directory (didn't check the AI text files in the Pictures dir).

FWIW, beware the faster missiles. Plasma IV and V move at *6*...
