How to tell what's dirtside?

Is there any way except going to combat over a planet or using intel to find out what cargo and facilities it has? Some scanner that does this would be very nifty to have or add if it doesn't exist. Would be especially usefil in simturn games as you don't even find that out in combat as it's strategic.
