You have to build the starbases at the star you want to utilize. You need to design a ship with a construction yard component. I suggest building about 20 of em. Move them all to the star and start building the bases. The construction ships will have their own build que. Each ship can work on one base at a time as you'll need 10 cable, 10 plating and 1 creation bases.

In case you missed it, by the way, the
answer is "you can't." You must build them
exactly where you need them. Starbases cannot
move.
... unless, of course, you have my Base
Star tweak.

I thought it was 5 cable components, 5 plate comps and 1 generator. I think they have 2000 each - 5 X 2000 = 10000.
I may be wrong - I'm still building my first ringworld in my current game. Haven't got to Sphereworld yet.

my bad, 10 plating, 10 cables and 1 generator for sphere worlds.
5 plating, 5 cables and 1 generator for ring worlds.
