Thanks for the report. What you observed was something that tended to happen with my earlier Versions.
The problem was two fold;
1) If the races ended up in galaxies with lots of mining type colonies, there was the possibility that after building the requisite number of construction yards and military installations that they would end up building only a few Research Compounds.
I fixed this by putting a Research compound ahead of military installations and by deleting construction yards altogether (most planet types are allowed to build space yards anyway),
2) Given that the races were building lots of ships, their maintenance level was so high that the maintenance setting trigger was being activated, which forced them to build more mining colonies.
I fixed this by raising the maintenance trigger to 99% and reducing their ship to planet ratio a bit (in the latest patch I am play testing, I have dropped it down a little further).

Atrocities, you are most welcome to....
Might be worth waiting until I upload v130h later this week though. I have extensively changed the researching of middle and late techs to make the Klingons and Romulans a bit punchier later in the game...

God Emperor is it possible to use your AI files without your modification of the tech area and components?
That's the point that prevented me from using your files till now.

Q, I've made a non-point defence Version that utilises standard files (ie Filler techs are gone) and posted it in the mods archive section.
I can't guarantee how well they play without the Filler techs and point defence, but they should be better than your average AI...
