Check your mission list...
Did you succeed or fail yet?
If so, where were you supposed to meet your contact afterwards?
It is freeport station quite often, but it may be different in this case.
SJ,my mission list says in progress and I have to report back to freeport spacestation when done but he's not there.Thanks

If the mission is still in progress, then its probably just not time to report back yet. 
I suspect you may need to hunt down the Last of the enemy ships before the mission succeeds.

I've never been able to dock with a pirate starbase. They don't seem to have any features to access. Which is weird. Don't pirates need supplies and information like everyone else? |

I just sat there with point defense cannons and shield/armor repair thingys. Went down very easily.
