More seriously, has the game AI specific advantages when put on higher level (more gold, unirs, pumped-up units, "flawed" dice, less unrest, "automatic" knowledge of other nations'army, detection of hidden troops, whatever) or is it just *smarter* ?

The AI is handicapped on easy and get design points and resource andvantages at higher difficulties, the decisions process of the AI is alwasy the same.

I was never able to know if the AI would get bonuses while playing, or just at start. Impossible AI in doms I started very big, but it was difficult to knows if they had a bonus in gold, resources, or research after the initial setup, or if their power stemmed from the snowballing effect of initial bonuses.
do you know how it works?

Higher difficulty AI gets more gold, resources, and gems. On top of the snowball effect of the initial design point bonus.
