You do it by using the Abilites section of the planet. Scroll down to Anicent Ruins and Ancient Ruins- Unique. They are almost at the bottom of the Abilites list.

And in the third line (value 1), you need to enter the number of techs it gives you or, if it's unique ruins, the number of the unique tech it gives you.
