I think fear actually routs armies. Awe just prevents things from attacking it. So, if the army didn't rout based on a fear affect, the awe would kick in as they attacked.

Awe does not rout armies, you see. Fear, I think, does.

Sometimes +6 awe can be heck of a lot better than 20-30 defence, but it depends on their moral.
