Ghost riders a level 8 death conjuration. Works like a charm if you have a good supply of death gems. Then you just cast Awaken Hunger to take the province.

Choose your battles. Find ways to delay and deplete the armies of one of both attackers, such as infiltrations, assassinations, amphibious assaults behind the lines, local defense, and fortresses. Meanwhile, amass one or two armies until you can defeat at least one of their main armies, and do so. Avoid risky/deadly major battles.
