The bless effects stop after each battle.
Those are heroic abilities gained by being in the Hall of Fame.

There's also a unique sword that blesses its wielder with holy rage, but it's unforgeable and thus requires either luck or vast magical research and expense to get.
Minor note: Pretenders don't get blessed, even when wearing the shroud.

Your Prophet always has the Blessing in effect (while in battle, but I don't think it matters much outside of battle). But maybe Keir's comments are about Heroic effects.
