I think sphereworlds require both a higher level of tech (why build CSM I when you have V?) and more material.

I think the only way to destroy a ring/sphere world is for it to be in a system that still has a star in it. (the star that the ring world is in has been replaced with the constructed world). A blackhole generator may also do it.

Planet busting bombs only go up to Huge

I've never tried it but FYI, the size of ringworlds/sphereworlds is HUGE, the stellar size is listed in planetsize.txt and is unconnected to the size in the description (although MM gave them all the same name (i.e., Huge Planets have Huge Stellar Size)). Tectonic Bombs use Stellar Size not planetsize to determine if their target is valid, they also check to make sure it is a PLANET (not an asteroid/Star/etc.), and Ring/Sphereworlds are PLANETS.... If they check if a world is constructed or not I do not know, so until someone tells me that they tried to use a planet-killer on a ringworld and it failed... I'd say that it remains a possibility.
