I've noticed this often with GoR, and (I think) with constructs and the Golem Cult theme. I think it's due to the hitpoints being adjusted only at the end of the turn sequence.

If his current HP is GREATER than his basic HP, then he's not wounded, he actually has more than he should because of GoH. There's nothing wrong. Just ignore it.

I have noticed this problem also. It happens with Gift of HEALTH (GoH) with regard to province defense in the 2.06 patch that I am currently using.
The units start with their normal hit points. No idea if they have lowered morale, though. The red bar is from subtracting what they would have received due to GoH if they weren't just province defense.
I've heard a rumor that this will be fixed but not sure.
