Both Torvak's worldwar.map file (contained within the archive world3.zip) and the "fixed" worldwar.map file (linked directly on the download page in "Right-click on link to download fixed worldwar.map") contain a serious bug: The omission of the #scenario directive (used to be in line #19 in older releases of the worldwar.map file)
Thus the worldwar.map no longer counts as a scenario, with the result that you get the scenario settings popup, and that the actual setup is an unholy mixture of the settings you choose in the setup and those defined in the scenario.
E.g. if you choose to start countries with, say, 5 provinces, each country will start with 5-9 provinces as you get the union of the five provinces fixed in the scenario (including the capital) and the four extra provinces chosen at random near the capital.
