Q. about Map movement

I have a cavalry commander who has movement of 2.

Why can he not move more than 1 friendly? Even with no troops he can only move 1 province at a time.

What terrain is he moving in? Plains & farmland is 1, forest and waste 2 and mountains 3 iirc. So he can move 2 plains provinces, but not 2 forests.

Make sure he doesn't have slower troops that slow him down.
