new "Fast" PBEM game

Ermor, Ulm, Marignon, C'tis, Tien Chi has been taken. A few more players and the game will start.

Map Aran, settings:
Indeps 7,
HoF 15,
Magic research difficult,
Victory by VP (one VP per capital)
Rest is standart.
