Yes its easy to do. And there are special "paper" which will let a laser printer create an iron-on that you design in your paint program.
As a wild guess I would say that generally, making a shirt for yourself and wearing it would probably not cause any problems. Selling it is probably a whole different story especially since this board documents whose idea it was.
