I think it's buried in a thread somewhere on the forum. You could probably find it using the search feature. Try looking for "Flare" and "Abysia".

Just check the begginning spells of Machaka and Jotun: Niefelheim theme... Blindness is Alteration 6! and Illwinter is global enchantment... In theory, Niefelheim could run for Niefelheim and other nations would have to suffer until one of them researchs up to Dispel... Of course, in MP they would form an alliance to kill the caster of the said Global.
