Default Replacing Global Enchantments

I am in an MP game where I have 4, soon to be 5, global enchantments running. Another nation has 1. My questions is, once I get my fifth up, I would like to replace one of my existing enchantments with a new one (or replace the single enemy ennchantment with my 6th). Some of my globals were put up with minimal gem input, while others used many extra gems.

I understand how the calculations work for using Dispel, or trying to replace an enemy's Global with an identical one. What I don't know is if I have 5 Globals up, and someone else has 1, and I cast a new Global that is different from all existing globals will:

1. the new Global attempt to replace a random existing global, with a comparison of gems input and die roll?

2. the new Global attempt to replace the global with the minimum number of extra gems?

3. the new Global attempt to replace an enemies Global first?

Yes, although I would say that a "random" global is attempted, rather than a truly random one.

This doesn't appear to be the case, I have not noticed any such determinism.

No...in fact, I think the attempt preferrentially attempts to replace your own globals first, just often enough to be suspicious, but not often enough that it is demonstrably intentional. This is another example of hidden developer sadism at work.
