To edit the .map files, you need an editor which can write files with the UNIX style line feed. No prob if you're using Linux, but with Win32 you'll have to choose carefully.

You have to edit the file manually, as the build-in editor kills all "header" lines so you end up with "Maps with 59 provinces".

starting provinces
You may assign a special starting province to each race - check the mapedit.pdf
