Look in the mod archives for the Pirate and Nomad mod. Download it and look at the files. This may help you.

The research point generation ability currently only works for planetary facilities. You can add it to a ship component, but it won't do anything.

You can't get space-based intel, but if you have no planets, then you lose all contact with alien races, and hence, no intel can be used anyways.

The research component for ships is a boarding party plus shipyard

S_J - why don't you write a Pirates and Nomads article for the academy? You could easily get 2000 words of interesting material out of the discussion / modding / playtesting / discussion / tweaking / more playtesting process you went through to make P&N what it is. I know I'd like to read it.
