Well, seeing as the reason for the limitations is to prevent hoarding of various elements, it would sound logical to restrict also hoarding that is not item related. I really wouldn't know how big a deal it is, end-game-wise, but considering the perceived effect of unlimited Soul Contracts...

OTOH it would be just plain silly to restrict werewolves or draconian chiefs. (Or Ulmish wolf-herders or Mictlan's tribal chiefs, for that matter

)
