I am no guru, but I like giving advice :-) First, frozen heart and false horror are in the same school of magic, so you can research them together.

Which one is better depends on what you are facing. Troops and province defense easily rout from false horrors... frozen heart takes more mages for the same effect. On the other hand, a properly equiped commander laughs at false horrors, while commander, even a supercombatant, will die to frozen heart if not cold immune.

But once you start facing cold/lightning immune enemies... Caelum's mages become USELESS. You better have something else up your sleeve by then.

[edit]

By the way, while it is true that the Sun Set is great, unless you leave the sword at home, it will interfere with your casting. Even if you do keep the sword, casting will be exhausting. What I would suggest is to summon a Bane Lord and give him the set. Your Vampire Queen can take care of herself :-)

Whatever you do, do not give the set to a Storm General. He will get too tired, and die.
