I would mothball a few and if you have to later on scarp them or trade them off.

Prioritize your costs in the construction que and see what is costing the most to build. Put that on hold, or put low priority projects on hold.

Well, I haven't had time to read the entire story, but I've enjoyed what I have read.

Just to let you know, I can see your skills improving as you write more (I've skipped around a bit!) and the characters are very interesting. Keep going, and don't burn out!
