The academy dosen't have any add-ons.
Command center can add-on either a nuke or a sat uplink.
Factory add-on is a machine shop.
Starport add-on is a control tower.
Science Facility can add-on either a Physics lab or a covert ops.
If you have a covert ops lab sitting there in the field, you need to build a science facility to fly over there and dock with it.
(Or build it on site, but that may be more risky)
