There is no Tien Chi player though. I guess the server will need to be restarted.

At least not if Dom2 works like I think it does. Deleting the tienchi.2h file SHOULD have removed the pretender (and therefore nation) from the game, right?

Anyway, I'll make a backup of all the pretenders before we start the game, that way a restart takes less time should one be necessary.
