Most retail games get to 9.99 because its cheaper to sell it at that than to let the thousands of unsold copies sit around in a warehouse.
Shrapnel's costs don't get much lower just because the code is old.

An the price is right for a game like this. it is still the king of the hill when it comes to games of its gonera (sp).
Name one 4x game that you would buy that has been released in the Last four years aside from SE IV?

Honestly, if SE4 went to $9.99 I would immediately spend $50 to buy five copies to gift to my friends. Not kidding. Shrapnel, any chance?
Of course, it's not entirely altruistic. I know they'd get addicted, and join PBW...and then, inevitably, kick my butt there...

Games like SE4 never get old, hence it's logical that the price stayes the same.
The advantages of being 2D  yes your graphics may suck, but they can never look dated.
