Deathstalker has a good point, a race that does something with the alliances of which it is a part. It would be great to see an AI throw some might behind a common war. Of course, this would be easy to abuse on the part of humans, but I would really like to work together with an AI. Right now, the treaty system is a way for me to know that Empire X won’t attack me, rather than one where I can ask for some help.
Don’t know if this is something that can be done, but you did ask for what I wanted… I think the Rage is pretty much in line with 4X gaming, they expand, explore, exploit and so forth. That is what most humans players do. To do well, generically, you have to grow like a cancer, pulling in resources, no matter what your style is. It is hard to do a peaceful race that will be credible in 4X gaming, the system is geared towards conflict at some stage. Also, a co-operative race is tough to do, as they can be taken advantage of.

No offense guys, but I think that some of you are missing the point!
In my view, Alpha Kodiak is trying to get some opinions, about a race that he could Mod...
Some of the suggestions here, looks like SE5 wishes! Then, I think that you should tell it to Aaron, instead to Alpha!

Unfortunately, you are correct. I do not know how to make the AI behave in a way that would be consistent with the treaties that it makes. I wish I could do that. In fact there have been some great suggestions (well maybe not the Clippy bit ), but for the most part I don't have any way to accomplish them.
I am gathering that people want a more cooperative AI that could help contribute to a peaceful victory. If that is the case, then I can try to come up with something like that. Actually, you might want to try the Vaxin (shameless plug...) as they tend to be more peaceful, and more faithful once they are your friends, than many of the races. Of course, sometimes they seem to take a dislike to you right from the start....
