I'm using a Trek mod I found for my race. The Zedron pictures etc were already included with the game.

I think the problem is the AI is programmed to send X ships to go repeatedly through the same system, refuel, then go again. I don't think the resupply planet has a space yard.

I think I found it either at the Universal Shipyards or the Kuat Drive Yards
