That would mean that more advanced ships would be at the top of the list - assuming more advanced means bigger, it doesn't have to be, since Lvl 3 Frigate Construction could give you 500kT Heavy Assault Frigates and 250kT Hunter Frigates, but the Hunter has built-in ECM/CS.
