All the other players in the game need to download and install the same shipset you're using. If they don't have it, it won't affect you, but in their turns they will see a different flag, race portrait, and shipset randomly assigned to your empire every turn. It's not a fatal problem, but it can be quite confusing.
The AI files won't have any effect unless you turn a minister on, or the AI runs your turn, which only happens if you miss the turn deadline or upload a turn that doesn't work for some reason.
Come to think of it, the AI files might only be used to run your turn if the shipset is installed on the PBW server. Somebody correct me if I'm wrong about that.
