Hmmmmm.....here's my guess.....se4 was eventually going to get retail...how about its for writing a description for the back of the 'box' its gonna be in.....(you know, the 'hook' to get 'joe public' to buy it.)

Personally, I think it's either writing a story for a retail SE4 or for an RPG based in the SE4 Universe.
