sure does, check out Kodos's thread a ways back that was dealing with the 'corporations and governments' concept. I still like my idea that expounded upon that with 'space dwellers' and 'planet dwellers' I saw something recently that gave me another idea on similar lines: what if one race type produces lots of resources but no research, and another race type produces research but no minerals.
the next time i get a few free hours, i will try and code that space dweller / ground dweller mod, and i will include options for research races and non research races as optoinal race traits. I would be happy to include other tech limitations such as ship building races and unit building races, or whatever cool schemes are devised, but i cant throw all the ideas in as some of them would defeat the idea behind others.
I guess we should come up with some sort of orgainzed plan.
