Just to resurrect this ...

For non-password protected (i.e. non-PBEM) games you may be able to use WW2Ed (by Fred Chlanda) to dump out a save file. It has a "paste to CSV" function.

I have used the SPWaW equivalent of this program, which offers the same functionality. It generally works but does seem to get confused where you have done HQ re-assignments and/or deletions of units (in the scenario editor).
