I think you should restart the thing!
Based on your description, you're assuming you're playing on a map called
Cradle of Dominion (a map with 221 provinces), yet the server is primed for a game on a map called
Faerun (a map with over 400 provinces and preset starting sites).
If you intend to play on Faerun: Mose still uses the first version of the Faerun map, as I tried to explain earlier; you'd be better off using the Faerun_large.tga, renamed into Faerun.tga than the small one, since the small one has different borders I think. (You know, I never looked at the smaller one
)
