It's been tried before with some level of success.

Omnitrend created Breach and then Rules of Engagement. You could fight ship to ship in RoE and when boarding combat happened, you could export the scenario to Breach and resolve the man-to-man level combat there. You could then send the battle results back to RoE. RoE was set in the Universe setting, but a third game linking Universe and Roe was never created.

Anyone tried Allegiance? Formerly published by Microsoft, now a free download... it's a first person spaceflight sim for most players, but for one player per team it's a RTS...
