For best results use a good planet, a large medium age galaxy, no neutrals and no more then 6 or 7 AIs. More AIs only means more borders for the AI and it will not build up quite as good as if it has some room for colonization.

Note that it's also possible to turn off tactical combat during setup on a sequential move game; you don't necessarily have to play simultaneous move.
