"Glassing a planet" has been in the FAQ glossary for over a year. Section 19.

Also, it can take a while to build up troops to conquer a planet. Glassing is faster.

I still build up the troops, but that's just my play style.

Capturiing a 'ready to go' planet is better then glassing. Unless you have a transport mentality and have plenty of them to keep going out instead of building real ships to protect your newly accuired planet. If your capturing planets, then you need fleets to defend them. Mines are good for a while too!

Let's not forget the all-important reason not to glass: a population that breathes a different atmosphere!
