As for AI the most effective work around to this problem so far is to simply use an American instead, they tend to put up a bit more of a fight than your average Artificial Idiot.

Thats so cool. That random events can affect independent provinces now. Ive seen some VERY interesting results when Ive taken a province.

Ah, the days of when I was abusing 'Wind Ride' to summon enemy commanders to fight Bogus outside the walls of one of my castles as a sort of silly tournament...
Yeah, I've got a weird sense of humor. I'm not really playing for optimality, but for the wacky things to try.

Um - pretty sure events already effected indy provinces. That's why games with huge numbers of provinces took longer to process turn to turn; also why you could run into a province that had Bogus, vampires, militia, all in one, all on the same side. (Might have been only if they landed on province with a castle, so it nominally wasn't independent, but recall Vale of Infinite Horrors or some such could generate forces via random events that could be nigh unbeatable.)
